This Privacy Policy describes how SkyDome Security LLC, a Wyoming limited liability company (“SkyDome”, “we”, “our”, or “us”), collects, uses, and protects the personal information of users (“you”) of SkyDomeVPN and the website skydomevpn.com. We are committed to protecting your privacy and handling your data in compliance with applicable U.S. federal and state privacy laws, including the California Consumer Privacy Act (CCPA/CPRA), COPPA, and the FTC Act. 1. Service Availability
SkyDomeVPN does not serve mainland China residents.
We do not knowingly collect, store, or process personal data from users located in mainland China (People’s Republic of China). If we become aware that we have collected data from a user in mainland China, we will promptly delete such data. Users in mainland China must immediately cease use of this service.
This service is intended for users located in jurisdictions where VPN services are lawfully permitted. By using SkyDomeVPN, you represent that you are located in a jurisdiction where this service is legally permitted.
Regarding WeChat Pay & Alipay
We offer WeChat Pay and Alipay as a convenience for overseas Chinese users residing outside mainland China. The availability of these payment options does not imply that SkyDomeVPN is open to mainland China residents.
2. Data We Collect
We collect minimal data necessary to provide our service. For California residents, we identify our collection using the CCPA/CPRA statutory categories:
Account Information (CCPA: Identifiers; Commercial Information)
- Email address (required for account creation)
- Payment transaction IDs (we do not store full card numbers; payment processing handled by Stripe)
- Subscription status and plan details
Connection Metadata — No Traffic Logs (CCPA: Internet/Network Activity)
We do NOT log your browsing activity, traffic content, DNS queries, or IP addresses. We only collect limited metadata necessary to maintain service quality:
- Timestamps of VPN connection sessions (not linked to browsing activity)
- Amount of data transferred per session (for bandwidth management)
- Server location used (country level only — not specific servers)
- App version and operating system type (for technical support)

3. How We Use Your Data
We use the data we collect to:
- Provide, maintain, and improve the VPN service

No Sale of Personal Information
We do not sell, share for cross-context behavioral advertising, or rent your personal information to any third party. We do not use your data for advertising or marketing on behalf of third parties. California residents: you have the right to confirm our non-selling status — see Section 5.2.

We do not sell, rent, or trade your personal information. We may share data only in these limited circumstances:
- Service Providers (CCPA: Service Providers): We engage third-party vendors — including payment processors (Stripe), cloud infrastructure providers, and email delivery services — who process data on our behalf under written contracts that prohibit them from using your data for any purpose other than providing services to us. These contracts meet the CCPA definition of “service provider.”
- Legal Requirements: We may disclose information when required by a valid legal process (court orders, subpoenas, national security letters) from a jurisdiction we are legally obligated to comply with. We will notify you of such requests where legally permissible. Note: because we do not log traffic or IP addresses, our technical ability to respond to such requests is inherently limited.
- Business Transfers: In the event of a merger, acquisition, or sale of substantially all assets, your data may be transferred as part of the transaction, subject to the same privacy protections and with advance notice to you.

5.3 Virginia, Colorado, Connecticut & Texas Residents
Residents of Virginia (CDPA), Colorado (CPA), Connecticut (CTDPA), and Texas (TDPSA) have rights to access, correct, delete, and obtain a portable copy of their personal data, and to opt out of the processing of personal data for targeted advertising, the sale of personal data, and profiling in furtherance of decisions that produce legal or similarly significant effects. To exercise these rights, contact us at privacy@skydomevpn.com. We respond within 45 days and offer an appeal process if we decline your request.
5.4 Children’s Privacy (COPPA)
We do not knowingly collect, use, or disclose personal information from children under the age of 13 in compliance with the Children’s Online Privacy Protection Act (COPPA). If you are a parent or guardian and believe your child under 13 has provided us with personal information, please contact us immediately at privacy@skydomevpn.com and we will delete such information promptly.
6. Data Security & Breach Notification
We implement industry-standard technical and organizational measures to protect your personal data, including encryption of data in transit (TLS) and at rest, access controls, regular security audits, and employee training. Our VPN servers are RAM-only (diskless), meaning no session data persists between reboots. No method of transmission or storage is 100% secure, and we cannot guarantee absolute security of your data.
Data Breach Notification
In the event of a security breach that may compromise your personal information, we will notify affected users as required by applicable state law. All 50 U.S. states have data breach notification laws; notification timelines typically range from 30 to 72 hours (California: 72 hours to the CA AG if 500+ residents affected; 30 days to individuals). We will notify you via the email address on your account and/or through a prominent notice on our website. Where required by law, we will also notify relevant state attorneys general or regulatory authorities.
7. Cookies and Tracking
Our website uses cookies and similar tracking technologies to enhance your experience. We use:
- Essential cookies: Required for the website to function (session management, authentication)

- Email Delivery: Transactional and account emails are sent via third-party email service providers.
We are not responsible for the independent privacy practices of third-party services. We encourage you to review the privacy policies of any third-party services you interact with through our platform.
9. Data Retention
We retain your account information for as long as your account is active or as needed to provide the service. Connection metadata is retained for a maximum of 90 days for abuse prevention purposes, then automatically and permanently deleted. Payment transaction records are retained for 7 years as required by applicable financial and tax regulations. Upon account deletion, we will delete or anonymize your personal data within 30 days, except where a longer retention period is required by law.
10. International Data Transfers & Overseas Storage
SkyDome Security LLC is a U.S. company headquartered in Wyoming. All user data — including account information, connection metadata, and payment records — is stored exclusively on servers located outside mainland China. No user data is stored on servers physically located within the People’s Republic of China.
Your data may be transferred to and processed in countries other than your country of residence, including the United States and other countries where our infrastructure partners operate. When we transfer data internationally, we implement appropriate safeguards, such as standard contractual clauses, to protect your data in compliance with applicable law.
Acknowledgment for Users in Restricted Regions
If you are located in mainland China and have chosen to proceed with account registration or use of this service, you acknowledge and agree that: (1) your data will be stored and processed on servers located outside mainland China; (2) this data transfer falls outside the jurisdiction of Chinese data protection law; and (3) you are solely responsible for ensuring your use of this service complies with applicable local laws. SkyDomeVPN bears no liability for your use from a prohibited jurisdiction.
11. Communications & CAN-SPAM Compliance
We send two categories of electronic communications:
- Transactional communications: Account creation confirmations, billing notices, security alerts, and service updates necessary to fulfill your subscription. These cannot be opted out of while your account is active.
- Marketing communications: Promotional offers and product updates. You may opt out at any time by clicking “unsubscribe” in any marketing email or by emailing support@skydomevpn.com. Opting out of marketing does not affect transactional emails.
In compliance with the CAN-SPAM Act (15 U.S.C. § 7701 et seq.), all commercial emails from us will: clearly identify us as the sender; include our physical mailing address; not use deceptive subject lines; and include a clear, functional unsubscribe mechanism. We process unsubscribe requests within 10 business days.
12. Governing Law
This Privacy Policy is governed by the laws of the State of Wyoming and applicable federal law of the United States. Disputes arising from this policy shall be resolved in accordance with the dispute resolution provisions in our Terms of Service.
We comply with applicable U.S. federal and state privacy laws, including: the Children’s Online Privacy Protection Act (COPPA); the CAN-SPAM Act; the FTC Act (Section 5 unfair or deceptive acts); the California Consumer Privacy Act as amended by the CPRA; and applicable state data breach notification laws. Mandatory privacy rights under your state’s laws are not waived by this governing law clause.
